Blancas Golf Club Re: Walking on Torres Blancas golf
course
Last March, as we took over
management of Torres Blancas Golf Club, our staff was surprised by
the number of people walking on the golf course during periods of
play. As managers, we saw this behavior as extremely hazardous to
the walkers and a distraction to the golfers. As owners, we felt
that posting signs was the quickest way to let walkers know they
were endangering their own safety. While this was a necessary
decision, it was misunderstood. Homeowners adjacent to the golf
course had a “golf course walking agreement” with the previous
Torres Blancas Golf Club owners that created a good neighbor policy
which we want to continue.
- Walking is permitted only
during non-golfing times of day. Should you be walking and find
golfers approaching, we ask that you immediately leave the golf
property in a direction away from the golfers. In the summer, play
often starts as early as 6:30 a.m. and can continue to 5 p.m.
- When walking, stay on the
cart path. No walking is permitted on greens and tees, or through
sand traps.
- No fishing in the lake; nor
“fishing” for golf balls.
- Dogs are not permitted on
the golf course. However, if your dog is properly leashed, you
carry appropriate clean-up tools, and you stay on the cart path,
we will allow it.
- Bicycle riding, skating, or
skate boarding is not permitted.
- Practicing on the golf
course or playing without paying greens fees is never permitted.
- Those walking the golf
course do so at their own risk; and we must reserve the right to
modify or deny permission at any time.

Re: Grounds maintenance in the rough areas
near homes
Throughout the year, but
especially during the monsoon, the golf course rough near
homeowners’ properties needs attention. Weeds need to be removed and
trees and bushes require frequent trimming and pruning.
There are two ways of
addressing these issues:
- For urgent matters, such as
broken tree limbs, storm erosion, or water system leaks that need
immediate attention, contact the Golf Course Superintendent Dave
Russell by cell phone, 245-5292.
- For less urgent concerns,
contact your HOA president via email or phone and provide a clear
statement of what you propose the golf course crews do. Your HOA
president will contact me with your request. We will schedule your
request in a reasonable work sequence.
Please don’t tackle a cleanup
task on your own. Some homeowners have been anxious to have these
areas cleared immediately and have gone ahead with work without
checking with me. They have cleaned areas behind their home of
seedpods and have even reshaped tall bushes or pruned low tree
branches. Trees and bushes in the rough are the property of the golf
club.

Homeowners Address Changes
It is the homeowner's responsibility to keep the HOA office informed of
any address changes.

Homeowners Association
Annual Dues Policy
HOA dues are due on the
first of each year (1/1). If payment is not received by 1/10 a 10% late
fee will be levied. If payment is not received by 2/1 an additional late
fee of 10% will be levied. If payment is not received by 3/1 an
additional late fee of 10% will be levied and on 3/15 the Springs HOA
will turn over your account to the HOA's attorney.

Neighborhood
Watch
We all want to live in a place where we can feel
safe, but, unfortunately, there can’t be police on every corner. Each of
us, then, must become involved in helping law enforcement in their
efforts to serve and protect us and our property. The Springs HOA has
joined the Neighborhood Watch
Program. The Neighborhood Watch Program, to be effective,
requires a number of owners to volunteer to assist. Specifically, there
should be Neighborhood Watch Block Captains and a chairperson or
persons.
The chairs work with SAV by submitting
rosters and keeping them up to date and also serve as liaisons with the
SAV contact person. Block Captains provide changes to the chair and
provide residents with various information and materials. They would
also serve as contact persons for residents in their area.
Under the Neighborhood Watch Program, each homeowner
becomes the "eyes and ears" of the program. Homeowners report unusual or
suspicious behavior, let a neighbor know when they will be gone, and
complete a card for SAV if they wish periodic security checks while
gone. The success of the program is contingent on a sufficient
number of Block Captains. If you're interested in volunteering to
be a captain or co-captain, please contact the HOA office.
