THE SPRINGS HOA ANNUAL
MEETING
January 10, 2006

Gene McGaughey, President, called the
meeting to order at 9:40 A.M. The Secretary announced there was a quorum
present. It was established that we have proof of publication of notice
of the Annual Meeting.
Gene welcomed everyone to the meeting.
He thanked past and present members of the Board during this past year:
Wally Cookson, Marge Hurst, Mike Kearns, Ann Markle, Richard Olson, Floyd
Parker, Ron Shaffer, Mary Yager, Paul Walter and included Bob Steindorff,
who designed and built our community. Gene also thanked their spouses for
their understanding and contributions.
Gene then called on the many homeowners
who had volunteered to work on committees this past year to stand to be
recognized and thanked.
Gene announced that
Green Valley Recreation would be holding their next meeting on January 24th
at 1:30 PM at Desert Hills and their proposal to limit the hours of the
SRS Rec Center could be discussed. He also spoke of the SRS Master
Association that will have their next meeting on February 15th
at 1:30 P.M. in the Fiesta Room.
The new Homeowners
Handbook was available on the tables during the meeting and any booklets
not picked up were to be distributed by volunteers. Gene McGaughey
recognized and thanked Lucinda Walter, office manager, and Paul Walter for
their many contributions this past year. Gene drew attention to the back
page of the handout presented at the door to enable homeowners to
volunteer. He said that people wanting a nametag could get them from
Jeannie McGaughey.
Mary Yager, Vice
President, asked everyone to turn in their ballots. She then opened the
meeting for nominations from the floor for the one remaining position to
serve on the Board for one year. Bernie Serek was nominated by Dick
D’Angelo.
Marge Hurst asked if there were any corrections to the
minutes from the last annual meeting in January, 2005. There being no
corrections, the minutes were approved as written.
Gene talked of the necessity of having Board members since
the HOA is a corporation. If we don’t have volunteers to serve on the
Board, we will need to pay for people to serve. Gene said that this next
year there will be a lot of work to do to bring the CC&R’s and the Bylaws
into accordance.
Financial Report
Paul Walter reviewed the Financial Report that had been distributed to the
audience.
He explained that the raise in dues was 20% in compliance
with the CC&R’s and added that we expect no more raises for the next 4
years. Paul walked through the budget for 2006, committee by committee
and item by item, and responded to questions from the audience.
ARC Report
Ron Shaffer told of the activity this past year by the ARC Committee which
has worked to have a consistent color on our houses. The ARC has
established and maintained a tracking system to follow the complaints,
requests for changes and violations to the CC& R’s. They have provided
information on the web site for paint colors to be used and established a
“Tree Policy” among many other things.
Streets & Buildings Report
Mike Kearns talked of the accomplishments achieved this past year,
including painting the entrance, replacing stop signs, street lights,
coating streets, sidewalk repair and many other tasks. He asked each
homeowner to keep their shrubs back from the sidewalks and maintain the
walkway in front of their houses.
Grounds Report
Gene McGaughey talked about the conversion of the grass areas into desert
landscape. He thanked the Garden committee (Springs Beautification Group)
for all the landscaping they have provided, including that at the front
entrance. Gene listed some areas still needing attention due to erosion,
etc. He said we continue to look for a Grounds Manager for this coming
year. He talked about the pros and cons of hiring a management company to
do the work presently done by volunteers and responded to comments and
questions from the floor. The consensus seemed to be that issues are much
better handled by volunteer homeowners instead of by a hired management
group. Gene, again, urged everyone to serve on a committee or at least
offer some volunteer time.
Mary Yager gave the elections results. The new Board
Members are Dick D’Angelo, Suzy Dei, Henny Armenta, Carl Sparfeld, James
Rusk and Bernie Serek.
