THE SPRINGS HOA ANNUAL MEETING
January 11, 2005

The meeting was called to order at 9:35 A.M.

Acting President, Mike Kearns, thanked Tom Honmyhr, who was unable to be present, for his work and accomplishments this past year as President.  Mike also recognized Barbara Wolf, Ernie Cox and Dee Dee Carl for their many contributions and work during 2004.

The Board Members were introduced: Paul Walter, Ron Shaffer, Marge Hurst, Lee Huey, Mary Yager, Wally Cookson and Gene McGaughey.

Mike urged all HOA members to make use of our website, http://www.thespringshoa.org to access current   information about The Springs.  Those without computers may use the Green Valley Library computers, or write to the Springs office at 951 W. Via Rio Fuerte, or phone, 648-1699, and leave a message.

Mike spoke briefly about Legislative House Bill 2380 that was described in the material sent to all HOA members with their yearly statements.

The voting process to select a Board for 2005 was then explained.  Mike introduced the 8 candidates on the slate; Mary Yager, Gene McGaughey, Wally Cookson, Paul Walter, Joe Barton, Richard Olson and Floyd Parker.  Ann Markle, also a candidate, was not present. 

Having determined that we had a sufficient quorum, the voting commenced at 9:50 A.M.

Paul Walter explained the Financial Report and the Reserve Fund (attached).  A question was raised asking if we are responsible for the entry gate (we are).  The front gate is 20 years old and deteriorating.  There was discussion about the amount of time between resealing roads.  Paul touched on the possibility of raising the annual fees in the future to cover increasing costs and requirements.  The “green areas” were not included in the Reserve Study as they are a maintenance item listed in the budget.

Having been counted, the voting results were announced:  Elected for two years were Gene McGaughey, Richard Olson, Paul Walter, and Mary Yager.  Elected for one year were Wally Cookson and Ann Markle.

Ron Shaffer reviewed the 2004 ARC Annual Report showing 44 of the violations to CC&R’s resolved with 10 violations left to be resolved in January.   There were 50 ARC requests received and 42 complaints.

The color of paint used by the homes has been the major problem.  The correct color and their sources are on the HOA web site.  It was suggested that a list of people who could do the painting be included.  Owners will be responsible if the wrong color of paint is used. 

Wally Cookson gave a brief review of the state of the grounds here at the Springs.  He has formed an enthusiastic committee and will be researching what can be done to bring down the present costs of maintenance and repair.  As Chairman, he is bringing in many new ideas and has formed a group of people with varied professional talents.

Lee Huey gave a summary of the activities concerning streets and buildings.  We have agreed on a contract with TEP for the lights; sign poles have been replaced; cracks in the sidewalks are being filled; the streets were recoated; and preliminary work is starting for the repair of the front entrance structure.

There was a request for more Bulletin Boards within the Springs.  A motion was made and approved to look into this.

Under New Business, Mike announced that we would be looking into reducing the number required for a quorum; the Board would be studying our financial situation and perhaps raising fees; we will look into having a management company to help find contractors.

Paul Walter reminded the members that late annual fee payments would be assessed.  He also asked for volunteers to be Block Captains.

It was suggested that we need to publish the notice of the Annual Meeting better next year either by signs or by people walking their blocks with the information.

The meeting adjourned at 11:30 A.M.
