THE SPRINGS HOA ANNUAL MEETING
January 13, 2004, at 11:30 A.M.

Philip Gray, Paul Walter, Ernie Cox, Lee Huey, and Dee Dee Carl. Absent:
David Mathews and Connie Fish.
Welcome and call to Order: President Philip Gray called the meeting to
order at 11:30 A.M.
Announcements:
Please pick up your 2004 Springs’ Directory on the way out of the
meeting.
Introduction of the slate of eleven candidates
The CC&Rs call for cumulative voting. Each unit has seven votes. There
are 11 candidates for seven board openings. You may cast all seven votes for
one person or spread them out among the candidates. Phil Gray answered
questions from the audience concerning cumulative voting.
We have 111 proxies and 124 people in attendance, so we have a quorum and
voting can commence. We needed 223 people/proxies in order to have the
meeting & election.
Thanks to everyone for your assistance, support and kind thoughts during
my recent surgery. It has been a pleasure working with the board since 2000.
Dog problems have improved, but there is one winter visitor who has two
dogs that he walks without leashes. That is a $1000 fine from Pima County,
so please leash your dogs when walking them.
Make sure you get any external changes to your residence approved by the
ARC before proceeding. Forms are on the website or at the HOA office.
The Master Association spent $6,000 more than they took in this year, so
they took money out of their reserve fund. The dues are still $10. They
spent the bulk of that money on totally redoing their CC&Rs, which now gives
each of the sub-associations power and control over their own associations.
Originally, they had control over architectural review and everything else.
The sub-associations signed agreements to take over responsibility for
architectural review, and to keep records for age restriction for HUD
purposes, and agree to collect dues on behalf of the Master Association of
$10.
The Master Association has a committee working with the developers on the
Abrego rezoning issue. The number of units has been reduced to less than 200
(from 250); will be age restricted; one covered parking space for each unit;
any pitched roofs will not be asphalt shingle; building heights will not be
more than 24’; sidewalks will be installed along Abrego Drive, and along
Torres Blanca only as far as the driveway to the units; decorative walls and
landscaping will be started right away to screen construction; street
parking will be prohibited; will have common area amenities, which will
include a dining facility, recreation facility, wellness center, card
playing and meeting areas; an outdoor swimming pool; shuttle service;
security; property managers; will join the Master Association and GVCCC;
agree to abide by policies established by Dorn Homes and the Master
Association; and many other items. In return, the Master Association will
recommend to Pima County Planning and Zoning and the board of supervisors
approval of all those items where agreement has been reached. In addition,
they will submit a list of items where agreement has not been reached, which
will remain as conditions to the approval until resolution has been
accomplished.
The Master Association is going to start developing board member
workshops to help the board members become acquainted with CC&Rs, etc.
Officer Reports: The president’s report and summaries of committee
reports were handed out with the agenda at the door.
Secretary’s Report - Dee Dee Carl
The minutes from the 14 January 2003 meeting were included in the package
handed out. A motion was made and seconded to approve the minutes as
written. Motion passed.
Treasurer’s Report - Paul Walter
Total assets (checking and savings) as of 31 December 2003 are
$119,460.59. Each year we move 10% of our income into the reserve account.
The budget for 2004 was presented. A motion was made and seconded to approve
the report. Motion passed.
Grounds Committee - Ernie Cox
We hope to make some more improvements in 2004. We asked for more money
in capital improvements to try and improve the common areas. Water and
maintenance costs of the grass areas are horrendous, so we want to gradually
put in more desert landscaping. Homeowners across from the park areas have
been asked for their input on changing the areas from grass to desert
landscaping.
The second annual clean-up of the walking path area will be 21 February
at 9:00 A.M. Bring your rakes and shovels if you want to help. Refreshments
will be served.
Streets and Buildings - Lee Huey
Street coating will be done in the next couple of months. Please don’t
drive on the streets for 24 hours after they recoated. We’d like volunteers
to help keep cars off the streets at that time.
Architectural Review - Paul Walter (for Connie Fish)
Please fill out a request for approval before doing any external work to
your residence, and respond if we have questioned anything.
Lightbulb Committee - Barb Wolf
Please don’t unscrew the light bulbs. The bulbs are only 25 watts, so
they don’t cost much to use. The committee will replace the bulbs when they
burn out.
Firehouse Benefit - Phil Gray
We will help the Mangia Mangia Club sell tickets to the barbecue benefit
in March to buy kitchen equipment for the firehouse that serves our area.
Neighborhood Watch - Paul Walter
We have about 20 people serving as block captains for this program. The
block captains will also be used for other things, such as delivering the
Springs’ directories, since they are familiar with the people on their
roster.
