THE SPRINGS HOA ANNUAL MEETING
January 14, 2003


Board Members Present:  Philip Gray, David Mathews, Paul Walter, Ernie Cox, Lee Huey, Pat Grieve and  Ken Giallombardo  and Bob Steindorff.

Welcome and call to Order: President Philip Gray called the meeting to order at 10:00 A.M.

Announcements:
-Ongoing problems with dogs, including waste on the walking paths, reminder to keep dogs on leashes at all times. The board is looking at limiting the number of dogs per residence.
-Homeowners are asked to keep garage doors closed when possible.
-Limit street parking as much as possible.
-Posts will be installed at the path entrance to keep vehicles out. (posts are removable)
-Chains will be added between the golf course and the park to discourage golfers from driving on the path.
-Homeowners found defacing property, such as cutting trees and root removal in common areas will be reported to the police department. More details in the Ground Committee report.
-Snakes are still out and about although it is winter.
-Light bulb replacement, the Board of Directors has taken the responsibility for replacing outside bulbs at homes in the Springs. Light bulbs are on order.

Election of Board of Directors: Casting of ballots commenced.

Officer's Reports: The President's report and summaries of committees were handed out at the door with the ballots.

Treasurer: Paul Walter presented a detailed 2003 budget.  Checking and Savings Accounts: As of December 31, 2002 total $65,911.68 with  $55,648.40 in the Reserve Account.   Paul answered questions regarding format and categories, the difference between the reserve fund, checking and savings accounts and how the monies is distributed to each account; i.e. 10% of the HOA dues go into the reserve account.

Grounds: Ernie Cox presented his report on the completion of landscaping green and common areas, explained how the gravel is washing away in some areas and answered pertinent  questions regarding trees, watering schedules and shared the newly adopted common grounds tree policy.  A fee of $200 will be charged to any homeowner for tree removal A fine of $500 for anyone defacing or damaging trees in the common grounds areas.

Streets and Buildings: Lee Huey shared information on streets and building repairs and answered questions from the floor.

Old Business: GVR representatives addressed current issues and future plans.  Questions from the floor were noted.

HOA Board members in the Springs are not required to be full time residents, but need to attend at least 9 meetings per year. The possibility of a teleconference or some other means of communication is a consideration due to the absence of a board member. The President encourages any one interested in forming a group or groups to help with any activity or help with current activities to please contact the board with your ideas.  Master Association dues were reduced for $25 to $10 for 2003. The Springs HOA dues remain $325.  Presidents from each development consist of the Board of Directors for the Master  Association.  The MA includes the following developments: The Greens, Fairways, Legends, Links, Sunrise Pointe, Sunrise Vistas and the Springs, Silver Springs also pays dues. The MA will continue to pay for the streetlights at the entrance of Torres Blancas from the frontage road and maintenance for the golf cart path. They have retained a lawyer to revise the CC&Rs and Bylaws, which each homeowner in all developments will vote on, 67% approval is  required for the proposed changes. The revisions will be distributed when they are approved and printed. The MA has no authority over the commercial properties around the developments. 

Street signs will be added on Abrego denoting Silver Springs, The Greens and Torres Blancas Golf Course.

Potlucks are held in the Anza Room the second Friday of each month. Meet and Greets on the deck the fourth Wednesday. Fliers can be found in the pockets by the mailboxes.

New Business/Public Comment: Hopefully all questions and concerns were answered by the President and committee members. A written acknowledgment of appreciation for the dedication and efforts of the grounds committee, specifically Mr. Cox was submitted from Susan Olsen, 3791 Golfista.

Adjournment: President Philip Gray announced all 6 nominees were elected to the 2003 board.

Agenda changes proposal # II passed, however proposal #I regarding Quorum and Adjournment  did not pass.

The meeting was adjourned at 11:55 a.m.
